Functional duties

1)      execution of activities for the implementation of the Contract under the State assignment related to the competences of the HR Service;

2)      execution of activities for the development and coordination of BAT Reference Books related to the competences of the HR Service;

3)      analysis of the Company's personnel policy for compliance with the Company's Development Strategy;

4)      development, submission for approval and updating of the Company's Personnel Policy;

5)      organization, coordination and control of the development/ updating, coordination and submission for approval of the INDs in the field of Human Resources management;

6)      conducting an analysis of the Company's human resources potential, planning the need for human resources, and determining qualification requirements for them;

7)      organization, coordination and control of the formation of an electronic database of the Company's personnel reserve and a database of CVs by areas of activities;

8)      organization and coordination of work on the search, selection and evaluation of candidates for administrative and managerial vacant positions;

9)      organization and coordination of verification of candidates' compliance with the qualification requirements of administrative vacant positions;

10)  coordination and control over the registration of labor relations with newly hired employees;

11)  coordination and control over the adaptation of newly hired employees (carrying out adaptation measures in accordance with the Company's INDs);

12)  coordination and control over the collection of primary documents and over data entry into the database of Personnel and 1C: Salary and personnel management;

13)  coordination and control over the execution of employment contracts and orders for personnel, registration and storage of orders of the Company for personnel, and over the vacation applications;

14)  coordination and control over the formation/updating of personal files of the Company's employees; Statistical accounting of the Company's personnel;

15)  coordination and control over the filling, storage and accounting of workbooks and inserts;

16)  coordination and control over the preparation and submission for approval of vacation schedules of employees of the Company;

17)  coordination and control over the compilation of attendance records, the issuance of certificates of employment etc..;

18)  coordination and control over accounting of business trips of employees of the Company, entering data on business trips in 1C: Salary and personnel management;

19)  organization and coordination of the formation and monitoring of the budget execution of travel expenses of the Company's employees;

20)  organization and coordination of the formation and submission for approval of the training plan of the Company's employees (including the Management staff of the Company, members of the Board of Directors);;

21)  organization and coordination of the development, approval and formation of the training budget of the Company's employees;

22)  conducting work to assess the effectiveness/efficiency of training of the Company's employees;

23)  monitoring the implementation of the Company's employee training plan, including the Company's employee training budget;

24)  organization and conduct of certification of the Company's employees (preparation for certification; conduct of the testing stage of employees (when the testing stage is included in the certification procedure); organization of the interview stage of employees and summing up the results of certification);

25)  development and submission for approval of a plan for the formation of the Company's personnel reserve;

26)  selection of candidates for the Company's personnel reserve;

27)  organization and monitoring of the development of the Company's personnel reserve;

28)  formation and monitoring of the rotation plan of the Company's personnel reserve members;

29)  development/updating of the personnel motivation system;

30)  control over the preparation of documents for awarding the employees of the Company;

31)  organization of social support for the Company's employees;

32)  coordination and control over the preparation of the draft scheme of official salaries of employees of the Company for approval by the authorized body of the Company;

33)  coordination and control over the execution of appendices to employment contracts and the entry of employee salary data in 1C: Salary and Personnel Management;

34)  formation of the payroll plan (WF) of the Company;

35)  participation in the analysis of the WF and preparation of conclusions on the effectiveness of the Company's WF;

36)  development and implementation of the Company's position grading system;

37)  preparation of the justification for the change in staffing for the Company’s Board of Directors meeting;

38)  preparation of materials and submission for approval of the draft changes to the organizational structure and staffing table in accordance with the procedure established by the Company's INDs.

39)  organization of development/updating of key performance indicators/KPI maps of the Company's employees;

40)  organization of monitoring the execution of key performance indicators/KPI maps of the Company's employees;

41)  organization and evaluation of the Company's employees' activities’;

42)  conducting work to ensure the implementation of measures in the supervised areas on issues of corporate social responsibility of the Company;

43)  coordination and control over the preparation of information on the implementation of measures provided for by the INDs on corporate social responsibility of the Company within the supervised areas;

44)  coordination and control over the preparation of reports on corporate social responsibility of the Company in the supervised areas;

45)  monitoring and implementation of measures aimed at improving social and labor relations in the Company and increasing the involvement of the Company's personnel;

46)  monitoring the implementation of action plans on the regulation of social and labor relations.

  • Requirements for candidates

Education

Higher (or postgraduate) education in law/ social sciences, economics, and business/ humanities.

5

Professional experience

Experience of practical work in the professional sphere / by position profile for at least 5 years

At least 3 years of senior management experience

6

Professional competencies (knowledge, skills)

1)          Experience in developing and implementing functional HR strategies and policies.

2)          Experience in developing and implementing a methodology in the areas of HR management functions.

3)          Experience in managing corporate culture and social stability.

4)          Experience working with external bodies and organizations on issues and projects related to HR management.

5)          Experience in budget development and management in HR areas.

6)          Knowledge of the labor legislation of the Republic of Kazakhstan.

7)          Knowledge of the principles on development, implementation, and administration of the organizational structure.

8)          Knowledge of the principles and methods on building and implementing personnel motivation systems, reward management, performance management, talent and development management, personnel evaluation, and HR administration.
