Responsibilities

1) execution of the contract of state assignment for implementation of measures of the budget program 044 «Assistance to the accelerated transition of Kazakhstan to a green economy by promoting green technologies and best practices, business development and investment» in terms of monitoring of national action plan to promote the Green Bridge Partnership Program for 2021-2024;

2) forming and updating the list of potential international investors, international financial organizations, international financing programs and grants;

3) Search and attraction of green technologies for implementation of projects in Kazakhstan;

4) working out and organization of signing of memorandums, agreements, and contracts on cooperation with international organizations and companies in the field of green technologies;

5) working out proposals to the Company’s management on expanding cooperation with international partners in the field of green technologies;

6) collecting and analyzing proposals from government agencies and interested organizations, including international ones, and forming a draft national action plan to promote the Green Bridge Partnership Program for 2021-2024;

7) development of proposals for the authorized body of the Republic of Kazakhstan to attract new participants to the Charter of the Green Bridge Partnership Program;

8) working out with the Company's partners to attract international experts to develop proposals on national climate policy and measures for adaptation to climate change;

9) development of recommendations in application of effective, innovative approaches, methods, and measures for adaptation to climate change using international experience;

10) preparation of documents and submission of proposals to the Company's management on participation in international low-carbon development and climate change adaptation events;

11) working out with the Company's partners on attracting experts to assess and expand the Company's portfolio of programs and projects in the field of green technologies;

12) analyze materials and documents of international organizations on transfer and involvement of advanced green technologies;

13) participation in seminars, consultations and conferences on exchange of expert information, transfer and involvement of advanced green technologies;

14) monitoring programs of international organizations and foreign countries on training, internships and professional development of the Company's employees in the field of green technologies and best available techniques (BAT);

15) preparation of proposals to the Company management for participation in programs and projects of international organizations and foreign countries on green technologies;

16) preparation of current and final reports on the activities of the Department of international cooperation and climate investments in the areas under supervision;

17) formation of a portfolio of projects and development of the necessary documents in accordance with the requirements of the Green Climate Fund (hereinafter - GCF);

18) preparation and direction of investment projects to international financial organizations for joint implementation;

19) perform other functions in accordance with the internal regulatory documents and instructions of the Company's management.

  • Requirements for candidates

 

Education (level, qualification /academic degree, profile, preferably indicate the names of educational institutions)

Higher (or postgraduate) education in education (foreign language) / humanities / law / natural sciences (ecology) / social sciences, economics and business.

Professional experience (duration, area, industry and more)

It is desirable to have a practical work experience in the professional sphere / on the profile of the position.

Professional competencies (knowledge, skills)

1) experience of interaction with external organizations on issues and projects related to attracting investments;

2) experience in the development and implementation of strategies, policies, concepts, and industry programs in the field of international cooperation and investment activities, ‘green’ technologies;

3) skills in working with big data, analysis and making recommendations;

4) analytical skills, skills to adopt international standards to the current legislation of the Republic of Kazakhstan and national / industry standards;

5) project management skills, including initiation, and formation of a portfolio of projects in a supervised direction.

Teamwork, communication skills, learning ability

Level of knowledge of languages, including the state (official) language (indicate which)

Knowledge of English is not lower than the Upper Intermediate level.

Knowledge of an additional foreign language is desirable

Personal computer skills (programs, degree of knowledge)

Confident PC user, knowledge of MS Office, creating presentations skills
