Job title:

Chief Expert of the Information and Monitoring Department of the BAT Bureau of the Best Available Techniques

Structural subdivision:

Bureau of Best Available Techniques

Functional responsibilities:

1) preparation of presentation and analytical material to the authorized body;

2) participation in the identification of key stakeholders of the Directory, study and analysis of their expectations;

3) participation in the organization of the process of interaction with all interested parties - government agencies, research institutes, the scientific community, business and companies, non-governmental organizations, industry associations, environmental associations, the international community and partners and others on the development and approval of the Reference Books;

4) monitoring the implementation of BAT Reference Books, interim analysis for the appearance of new BAT in the world; analysis of the relevance and efficiency of the BAT; analysis of the degree of implementation of BAT and the effect achieved from the introduced BAT;

5) preparation of recommendations for the revision of the Reference Book;

6) conducting an analysis of the effectiveness of the BAT Regerence Book (comparing the likely benefits of the introduction of the BAT Reference Book (reduction of industrial emissions, the volume of formation, accumulation and disposal of basic industrial waste, resource conservation) with an analysis of the costs of industry operators for the introduction of BAT;

7) conducting an analysis of the effectiveness of BAT as part of regular revisions of BAT Manuals;

8) organization of activities and maintenance of the TC 110 secretariat on BAT;

9) revision and updating of the composition of TC 110 on BAT;

10) monitoring the effectiveness of TC 110 and preparing an annual report on the activities of TC 110 on BAT;

11) consideration of incoming and outgoing correspondence within the framework of TC 110 activities;

12) organization of work and participation in the development of standardization documents within the competence of TC 110 on BAT;

13) Organization and conduct of TC 110 BAT activities in accordance with the current legislation on standardization;

14) performing the duties of the chief expert/chief Manager of the Analytical Department of the BAT Reference Books during his absence for a good reason;

15) performing other functions in accordance with the internal documentation and the instructions of the immediate supervisor

 

  • Requirements for candidates

Education (level, qualifications / academic or academic degree, profile, preferably the names of educational institutions)

Higher (or postgraduate) education in the field of law/ social sciences, economics and business/ natural sciences (ecology)/ technical sciences and technology

2

Professional experience (duration, area, industries and more)

Experience of practical work in the professional field / in the profile of the position for at least 4 years.

Additional requirements

It is desirable to have certification in the field of environmental protection, eco-audit, eco-management.

Professional competencies (knowledge, abilities, skills)

1) knowledge of legislative and other regulatory legal acts of the Republic of Kazakhstan regulating activities in the field of environmental protection, technical regulation, as well as industry legislation defining priority areas of the Company's activities;

2) knowledge of the state programs of the Republic of Kazakhstan aimed at reducing the negative impact on the environment;

3) knowledge of environmental and tax legislation of the Republic of Kazakhstan;

4) knowledge of internal labor regulations, industrial sanitation, and fire safety requirements;

5) skills in developing and implementing strategies, policies, concepts, and industry programs;

6) experience of interaction with external bodies and organizations on issues and projects related to environmental protection;

7) skills in developing recommendations for improving economic incentives for companies in the field aimed at reducing the negative impact on the environment;

8) skills in working with a large amount of data, analyzing and making recommendations;

9) skills in developing proposals and making amendments to legislative acts of the Republic of Kazakhstan;

10) contractual work skills;

11) analytical skills, skills of adaptation of international standards to the current legislation of the Republic of Kazakhstan and national/ industry standards;

12) knowledge of the legislation of the Republic of Kazakhstan in the field of standardization and certification;

13) knowledge of corporate governance principles;

14) knowledge of principles and methods of building sustainable development systems;

Personal characteristics

Skill in working with a wide range of stakeholders;

Negotiation skills, consensus-building;

Communication and presentation skills (experience in public speaking, interviews, publications).

fluency in Russian, Kazakh, and English (intermediate and higher) languages
