Functional responsibilities:

1) conducting an expert analysis of the EA Industry report (CTA);

2) determination of the list of enterprises (to be covered by the directory) subject to EA (CTA) by profile industry;

3) formation of a group of performers-developers of NDT directories according to the needs of BP 044, commercial projects, and grants with the approval of the BAT reference books and the profile TRG

4) organization and full implementation by the management of the process of developing the BAT Handbook and the team of performers;

5) organization of the development of the technical specification for the development of the BAT reference books by profile industry;

6) organization of the formation of a work plan and schedule to ensure timely preparation of the BAT reference books;

7) consolidation of directory sections into one directory;

8) conducting public hearings and public discussions on the approval of the developed draft BAT reference books;

9) interaction with all interested parties - government agencies, research institutes, the scientific community, business and companies, non-governmental organizations, industry associations, environmental associations, the international community and partners, and others on the development and approval of the BAT reference books;

10) discussion and coordination of the editions of the NDT reference books with the members of the relevant TWG and NTS;

11) support/organization of public hearings and public discussions of the final edition of the BAT reference books;

12) organization of the activities of the TWG, as the head of the TWG by industry profile, development and approval of the TWG activity plan and their meeting schedule;

13) search and selection of TWG members, and their updating;

14) development, revision, and approval of Regulations on the activities of the TWG;

15) analysis of international experience in the implementation of BAT, development of competencies of TWG and BAT reference books members;

16) consideration of proposals for promising projects in the field of BAT;

17) establishment of new TWG according to the profile of the industry or the direction of activity;

18) organization of ensuring the discussion of BAT reference books projects at the TWG and TC;

19) participation in the definition and approval of the methodology for assigning techniques to the best available, consideration of its scientific validity by involving the scientific community in the discussion;

20) participation in the compilation of a set, analysis, comments and suggestions received at the stages of approval of the BAT handbook, as well as the preparation of responses to comments;

21) organization of work on the translation into the state language of the BAT reference books by the profile-industry;

22) organization of work on the publication of the SNDT after official approval;

23) participation in the development, implementation, updating and improvement of the NPA and other by-laws of the BAT necessary for the implementation of the transition to BAT based on the norms of the Environmental Code of the Republic of Kazakhstan and other related NPA;

24) interaction with the digitalization office in terms of making proposals to determine the list of BATS on the BAT platform in the supervised direction;

25) implementation of cross-functional interaction with the EA unit (CTA) on issues related to the profile-industry;

26) participation in cooperation with international interested communities;

27) developing and ensuring the implementation of strategic documents of the BAT Bureau (the Development Strategy of the IGTIC, the Development Plan for the planned year, the Roadmap for the implementation of BP 044 for the planned year, the Action Plan for the implementation of the roadmap of the NDT Bureau for the planned year) in terms of functional competence;

28) consideration and participation in the development of standardization documents within the competence of TC 110 on BAT;

29) performing the duties of the head of the BNDT / head of the BAT Directory / chief manager of the Analytical Department of the BAT directories / manager of the Analytical Department of the BAT Directories / chief expert of the Information and Monitoring Department of the BAT Bureau during his absence for a good reason;

30) performing other functions in accordance with the GNI and the instructions of the immediate supervisor

 

  • Requirements for candidates

Education (level, qualifications / academic or academic degree, profile, preferably the names of educational institutions)

Higher (or postgraduate) education in the field of law/ social sciences, economics and business/ natural sciences (ecology)/ technical sciences and technology

2

Professional experience (duration, area, industries and more)

Experience of practical work in the professional field / in the profile of the position for at least 4 years.

Additional requirements

It is desirable to have certification in the field of environmental protection, eco-audit, eco-management.

Professional competencies (knowledge, abilities, skills)

1) knowledge of legislative and other regulatory legal acts of the Republic of Kazakhstan regulating activities in the field of environmental protection, technical regulation, as well as industry legislation defining priority areas of the Company's activities;

2) knowledge of the state programs of the Republic of Kazakhstan aimed at reducing the negative impact on the environment;

3) knowledge of environmental and tax legislation of the Republic of Kazakhstan;

4) knowledge of internal labor regulations, industrial sanitation, and fire safety requirements;

5) skills in developing and implementing strategies, policies, concepts, and industry programs;

6) experience of interaction with external bodies and organizations on issues and projects related to environmental protection;

7) skills in developing recommendations for improving economic incentives for companies in the field aimed at reducing the negative impact on the environment;

8) skills in working with a large amount of data, analyzing and making recommendations;

9) skills in developing proposals and making amendments to legislative acts of the Republic of Kazakhstan;

10) contractual work skills;

11) analytical skills, skills of adaptation of international standards to the current legislation of the Republic of Kazakhstan and national/ industry standards;

12) knowledge of the legislation of the Republic of Kazakhstan in the field of standardization and certification;

13) knowledge of corporate governance principles;

14) knowledge of principles and methods of building sustainable development systems;
